SOME HISTORY

Gaines Township has supported library service since the Depression Era. During the 1950s and 60s, Kent County provided library service at a number of bookmobile stops, both at local schools and in the Dutton and Cutlerville areas. In 1969 the Gaines Township branch was opened to the public at its current location. Rapid population growth in the area led to an extensive expansion of the building in 1987 to over 10,000 square feet

Chamber History

The Cutlerville Chamber of Commerce was officially organized in April of 2000, but its roots go back much farther than that.

For more than 30 years previous, local business owners had met monthly as the Cutlerville Businessmen's Association; later becoming the Cutlerville Business Association.

The focus was on making Cutlerville a better place to live and do business. Some of the local businessmen banded together to help restore Cutler Park around the time of the nation's Bicentennial. Other efforts included community Christmas decorations and help with the Cutlerville Day celebration and activities.

In the 1980s, the businesss community spearheaded the effort to seeing whether Cutlerville should incorporate as a separate entity or not. In the late 1980s, the businessmen started honoring an individual who had made significant contributions to the community with an award known as the Cutlerville Business Association "Person of the Year" who also then served as the Grand Marshal for the Cutlerville Community Day Parade.

In the late 1990s, interest in the businesss association had started to dwindle, but a few business owners knew that Cutlerville still had a lot going for it. Plans were laid to re-organize and re-energize the business community by forming a non-profit Chamber of Commerce. By-laws were drawn up by local attorney Jim Schepers, and the first Board of Directors was elected with Dave Offringa as President.

In 2008, the Chamber voted to expand it's borders to include all of Gaines Township so that the businesss communities of Cutlerville and Dutton could partner, network, and help one another to grow. Due to this expansion, the Chamber also officially changed its name to the Cutlerville-Gaines Chamber of Commerce.

Since its inception, the Chamber has continued to add both quantity and quality to make the Cutlerville-Gaines area a better place to live and do business.

February 28 Presidential Primary -For Gaines Township, this election is solely to nominate presidential candidates to run for their parties in the November 6 election. For this election, you will need to Indicate on your application (either absentee or at the polls) which of the two ballots you want- either Republican or Democrat. That choice will not remain in your permanent record but is necessary for the Presidential Primary only.

May 8 Grand Rapids Community College - the college will be asking for a millage approval

August 7 Primary Election - A primary is an election in which voters in a jurisdiction select candidates for a subsequent election. In other words, primary elections are one means by which a political party nominates candidates for the following general election. In the August election you must limit your votes to one party- no crossing over. The President’s office is not on this ballot because that election was held previously in February of this year.

November 6 General Election -While primary elections serve to narrow down a field of candidates to one per position per party, general elections actually elect candidates to offices.

Absentee Voting: Please call my office if you have the desire to vote absentee and fit the following qualifications: 60 years or over, absent from the community on election day, physically unable to attend the polls, prohibited from attending due to religious beliefs, in jail awaiting arraignment or trial, or working as a precinct inspector on election day. You can also download a form from our website or the Michigan Secretary of State’s website.

For those of you voting at the polls: Please take a minute to insure that you are registered in our Township and locate the polling location. You can do that by visiting the Secretary of State’s website at Michigan.gov/vote. As for Election Day, proof of identity will be required (as it has been for several years) It is my goal to make your voting experience as simple as possible. 2012 Tax Assessment Information

The decline in the housing market values has slowed in Gaines Township this past year and will be reflected when assessment change notices are mailed in late February. Residential assessments will decrease an average of 1.0% in 2012. The decrease applies to areas that have had properties sell for less than double the assessed value. Some properties will increase if sales in their area indicate the assessments are too low. The changes are determined by the average relationship of sale price to assessment in a given area. If property sales are limited or non-existent in a neighborhood, the average change from surrounding neighborhoods will be taken into consideration to determine the percentage change in assessment.

As mandated by law, the sales used to determine the 2012 assessments occurred between October 1, 2010 and September 30, 2011. The listing of the sales used is available on the Township website. (Please note that, based on strict guidelines issued by the State, foreclosure sales are typically not considered when determining assessments.) Agricultural properties will also see minimal reductions, similar to residential properties. Most Commercial and Industrial properties will see decreases for 2012 as well.

As required by the constitution (Proposal A amendment), there is a predetermined rate of change used as the basis for determining taxes. The CPI (consumer price index) this year is 2.7%. This rate will be applied to the 2011 taxable value to determine the 2012 taxable value. If the assessed value and taxable value are the same, and the assessed value is reduced more than the CPI, these two values will continue to be equal. The CPI does not apply to properties that have sold or made improvements during the year. It also does not apply to improvements that were discovered during our annual visits to properties in reappraisal areas.

APPEAL INFORMATION

Assessment Change Notices (State Form #L-4400) will be mailed the last week of February. Please review this notice carefully. In addition to valuation changes, it indicates Principal Residence and property transfer status as well as property classification. The Board of Review will meet, on an appointment basis, March 12 and 13, 2012 to hear appeals. If, after you receive your Assessment Change Notice, you believe the assessed valuation on your property does not accurately reflect market value, please call 698-6640 to schedule an appointment. If you find inaccuracies in ownership, property transfers or residency exemptions, please contact us to address those issues in the Assessing office.

GENERAL INFORMATION

Principal Residence Exemption Audits are currently being conducted in Gaines Township. The State of Michigan has contracted TMA Associates to verify the validity of exemptions that have been claimed. If you no longer qualify for the exemption (you must own and occupy your home as your principal residence to qualify), please contact our office to rescind the exemption.

Assessment data is available at gainestownship.org, under “Tax & Property Info”. You are encouraged to review your property characteristics to confirm our data is accurate.

Optional Paperless Utility Bills Available

The Water and Sewer Department is implementing a new option for receiving your Water and Sewer Bill. If you wish, you may now receive the bill via your email address. This is a voluntary program and if you would like to sign up please send us the following information: Name on the Account, physical address of the home or business that you wish to receive the email bill for, email address and a phone number we can reach you at.

As we begin implementing this billing option we will be sending you your bill both ways; via email and the usual postcard. Once we are comfortable that the system is working properly the postcard bill will be phased out.

BROAD STATEMENT OF RESPONSIBILITIES:

SPECIFIC DUTIES:

 Responds to customer requests.

 Develops guidance documents for land development within the Township including the Township’s Master Plan, Zoning Ordinance, subdivision ordinances, Park and Recreation Plan and other similar documents.

 Enforcement of the Township’s Zoning Ordinance and other land use ordinances, rules, and regulations.

 Directs implementation of the Township Master Plan.

 Provides staff support and professional advice to the Planning Commission and Zoning Board of Appeals, including managing application and review process, preparing staff recommendations, and staffing meetings.

 Provide professional advice and recommendations on planning and land use issues for the Township.

 Preparation of recommendations to the Zoning Board of Appeals and Site Plan Review Committee.

 Interprets, and directs the implementation of rules, regulations, policies, and procedures related to the day-to-day operations and the long and short-term goals and objectives of the Planning and Zoning Department. Includes ongoing efforts for economic development and community development.

 Represents the Township in regional planning efforts.

 Monitor and report on legislation and regulations relating to planning and zoning.

 Maintains productive working relationships within the department and with representatives of the community at all levels, including elected officials and staff, business, civic, and agency personnel, boards and commissions, the media, and the public.

CERTIFICATION/EXPERIENCE AND TRAINING REQUIREMENTS:

Requires the skill and knowledge necessary to effectively carry out the functions of this position. Specific skills and experience should include:

 Bachelor’s Degree in Planning, Public Administration or related field. Master’s Degree desired and AICP certification preferred or equivalent combination of education and experience.

 Minimum of 2-3 years of directly related and progressively responsible experience in planning and zoning preferred.

 Strong knowledge of municipal operations and planning.

 Excellent written and oral communication skills. The ability to convey planning and zoning concepts in simple language.

 Excellent computer skills necessary including Microsoft Office, Excel, PowerPoint and Access. Familiarity with BS&A software and GIS a plus. Experience with the Adobe Software Suite desired.

 Must possess and maintain a valid Michigan driver’s license with a good driving record.

Winter taxes are due in our office by 5PM Tuesday, February 14, 2012. All payments received after the due date will be charged penalty & interest of 4%. Below are some answers to your frequently asked tax questions.

When can I pay my taxes? You may pay your taxes in person at our office weekdays from 8:30am to 5:00pm. For after hour’s payments you may use the drop box located just outside our main entrance. Payments deposited in the drop box are considered paid on the following business day. I strongly recommend payment by check in lieu of cash.

When mailing your payment remember postmarks are not considered your payment date. For mail in payments please mail 7-10 business days before the due date. A return envelope is provided for your mailed payments. Make sure our name appears in the window! If you wish a stamped receipt, just send your entire bill and a self addressed stamped envelope along with your check.

May I pay by credit card? Yes, these payments are accepted until the due date of February 14th, 2012. Call 1-800-2PAY TAX (1-800-272-9829) or log onto www.officialpayments.com. At the local payments prompt, enter jurisdiction code #3229 and follow the remaining prompts. Please note a service fee of 3% will be charged to your account.

Why did I get a tax bill, my mortgage company pays my taxes? If your taxes are paid in escrow your bill will contain a code behind the “mort code” line on the payment stub and your tax information was also sent to them for payment. If it does not, please send a copy of your bill to your mortgage company for payment.

I no longer own this property, why am I getting a bill? Please forward it to the new owner or send it back to us with the new owner’s name and address on it.

On November 6, 2010 the Gaines Township Historical Society will open Detray School for the public from 10:00 am to 3:00 pm. Light snacks will be available and there will be a few historical society fundraising items for sale inside the schoolhouse.

Detray School was built in 1887 and is on the northeast corner of East Paris and 100th Street. Donations to the Gaines Historical Society will also be accepted to continue improvements and upkeep at the school.

Gaines Charter Township will be hosting an open house on Wednesday, July 7, 2010, 6:00 pm – 7:00 pm at the Dutton Fire Station, 3471 68th Street SE, Dutton, MI 49316. The Township is excited to present a proposed floor plan and architectural renderings of the project to renovate and expand the Dutton Fire Station into a modern facility. I often get questions as to the difference in the February Presidential Primary, the August Primary and November Elections. I have tried to summarize that here:

February: Presidential Primary- this elections sole purpose is to choose candidates from each major party to run for President in November. Voters have always had to choose a Republican or Democrat ballot but in this 2012 Election, that choice will be recorded on the Electronic Poll Book and will be accessible to the public after the election. Voters’ February choices DO NOT impact future elections this year or in the future. Why is a voter limited to voting for one party? Think of it this way- each party is a team and the presidential primary allows that team to choose a captain. If you are part of the “team” you get a voice in who your captain will be.

August 3: Primary Election - A primary is an election in which voters in a jurisdiction select candidates for a subsequent election. In other words, primary elections are one means by which a political party nominates candidates (not the president) for the following general election. So, in races where more than one (or several) people are running for the same office in the same party, only one will appear on the November ballot. If you want it to be your choice on the ballot in November, you will need to help that happen by voting in August. Remember in the primary, you must limit your votes to one party - no crossing over but that choice will not be part of a permanent record.

New Gaines Public Library Manager

Cathy Neis has been selected as the new Gaines Township Branch Manager. Cathy will start her new positon on April 19, 2010. Cathy has been with KDL since 1998 and is highly trained with a great deal of library experience. Gaines Charter Township welcomes her!

Michelle Boisvenue-Fox, current Branch Manager at the Gaines Township Branch of Kent District Library, has accepted a new position as Assistant Director of Public Services with Kent District Library. Her promotion comes three years after coming to the Gaines Township Library. In her time as Branch Manager, Michelle has worked to enhance the library’s environment by merchandising the collection with attractive displays, adding tables for laptop users and seating areas as well as increasing the space in the kids area. These improvements resulted in increased branch use. She has brought many wonderful books, ideas, and opportunities to the residents of Gaines Charter Township in her time at the local branch. It has truly been a pleasure to work with her!

These education pieces will be a one-sided document that focuses on a hot topic or important issue in the land use planning/community development world.

2010 Assessment Information

The decline in the housing market will be reflected this year when assessment change notices are mailed in late February. Residential assessments in Gaines Township will decrease an average of 8.5% in 2010. The decrease applies to areas that have had properties sell for less than double the assessed value in the past year. The changes are determined by the average relationship of sale price to assessment in a given area. If property sales are limited or non-existent in an area, the average change from surrounding neighborhoods will be taken into consideration to determine the percentage change in assessment. As mandated by law, the sales used to determine the 2010 assessments occurred between October 1, 2008 and September 30, 2009. The listing of the sales used is available on the Township website. (Please note that, based on strict guidelines issued by the State, foreclosure sales are typically not considered when determining assessments.) Agricultural properties will see limited reductions due to recent land sales that support current valuations. Most Commercial and Industrial properties will also see small reductions for 2010.

As required by the constitution (Proposal A amendment), there is a predetermined rate of change used as the basis for determining taxes. The CPI (consumer price index) this year is -0.3%. This rate will be applied to the 2009 taxable value to determine the 2010 taxable value. If the assessed value and taxable value are the same, and the assessed value is reduced more that the CPI, these two values will continue to be equal. The CPI does not apply to properties that have sold or made improvements during the year.

APPEAL INFORMATION

Assessment Change Notices (State Form #L-4400) are mailed the last week of February. Please review this notice carefully. In addition to valuation changes, it indicates Principal Residence and property transfer status as well as property classification. The Board of Review will meet, on an appointment basis, March 8 and 9, 2010 to hear appeals. If, after your receive your Assessment Change Notice, you believe the assessed valuation on your property does not accurately reflect market value, please call 698-6640 to schedule an appointment. If you find inaccuracies in ownership, property transfers or residency exemptions, please contact us to address those issues in the Assessing office.

GENERAL INFORMATION

Principal Residence Exemption Audits are currently being conducted in Gaines Township. The State of Michigan has contracted TMA Associates to verify the validity of exemptions that have been claimed. If you no longer qualify for the exemption (you must own and occupy your home as your principal residence to qualify), please contact our office to rescind the exemption.

Assessment data is available at gainestownship.org, under “Tax & Property Info”. You are encouraged to review your property characteristics to confirm our data is accurate.

Nomotorized Transportation Plan

The subcommittee will work with staff throughout 2010 on this project, which will include a public participation process. In March of 2010, census forms will be delivered to every residence in the United States and Puerto Rico. When you receive yours, just answer the 10 short questions and then mail the form back in the postage-paid envelope provided. If you don't mail the form back, you may receive a visit from a census taker, who will ask you the questions from the form.

It is very important that you mail these back as the numbers directly affect the quality of life in our state and in our Township. These figures not only determine monetary distributions from various revenues but also distribution of Representatives and Senators on a state and local level.

On 12/14/09 the Township Board conducted a public hearing for a new parks and recreation plan. After considering the public comment, the Board officially adopted the 2010 - 2014 Parks and Recreation Plan. After submitting this plan to the State, the Township will continue to be eligible for DNR - Michigan Natural Resources Trust Fund grants through 2014.

Community Forestry Grant

Recently, the Township was awarded a $1,375 grant by the Michigan Department of Natural Resources for the creation of an irrigated, educational tree grove at Prairie Wolf Park in 2010. A second request for $1,580 was not awarded. This amount was to be used for the purchase and installation of tree identification and interpretive signage. Although the second request was not awarded, the Township is committed to making this project happen. If any resident or business is interested in making a tax-deductible contribution to the Township Park and Trail Fund to help cover the $1,580 cost, please contact the Township Treasurer for more information. These contributions will be used for the tree grove project or other projects within the park. Private donations have helped past projects such as the paving of the trail within the park and the creation of the overlook area. Thank you!

Draft 2010 - 2014 Parks and Recreation Plan

The Township is in the final stages of adopting a new Parks and Recreation Plan, which would replace the 5-year Plan adopted in 2004. The new Plan would continue to make the Township eligible for Michigan Natural Resources Trust Fund (MNRTF) grants. The Parks and Recreation Committee began the process to prepare and adopt a new Plan in January of this year with the establishment of a 3-person subcommittee; Dana Lehmann, Rob DeWard and Brian Diemer. That subcommittee worked with Planning and Zoning Department staff to prepare a new Plan.

The full Parks and Recreation Committee formally endorsed the draft 2010 – 2014 Parks and Recreation Plan at its 10/5/09 meeting. On October 20th, a mandatory 30-day public comment period began, with copies of the draft Plan made available at the Township Offices, the library, and on the Township website. A Community Open House was also held on November 5, 2009, where the public was invited to view maps and a presentation about the new Plan. The Planning Commission endorsed the new Plan at its 11/19/09 meeting and recommended that it be adopted by the Township Board.

The Township Board will conduct a public hearing on the new Plan on 12/14/09 at 7:15 p.m., after which it will consider for adoption the 2010 - 2014 Parks and Recreation Plan.

Update: The Dutton and Cutlerville Firefighters raised a total of $6204.10 for the Muscular Dystrophy Association through their volunteer efforts. Way to go guys!

The Dutton and Cutlerville Firefighters will be volunteering their time to raise funds for the Muscular Dystrophy Association on Saturday, August 29th from 11:30 am to 1:30 pm. They will be located at the corner of 68th Street and Division Avenue collecting donations. It is all part of the "Fill the Boot" Campaign, so look for the guys with the fire boots.

All proceeds will be donated to the Muscular Dystrophy Association. Come on out on August 29th and show your support for a good cause. Let's see if we can "Fill the Boot"!

Upcoming Road Construction Projects

There are a couple of road construction projects that are about the get underway in Gaines Charter Township.

First, some of the streets in Crystal Springs are going to be reconstructed as follows:

Old Lantern Dr. (68th St. to Meadowgreen Ct.)
Crystal Springs Boulevard (Kalamazoo to Old Lantern Dr.)
Crystal View (68th St. to address 6879)

Second, the plater creek culvert under Hammond Avenue is going to be replaced with work scheduled to begin on June 29th. Hammond Avenue will be closed to traffic during this replacement and traffic will be detoured.

The Gaines Charter Township Building Department has adopted new hours of operation, they are:

Monday and Friday - 6:00 AM to 9:00 AM and 11:30 AM to 1:00 PM
Tuesday, Wednesday, and Thursday - 6:00 AM to 1:00 PM
Electrical Inspector, Roger Sterk, is available on Thursday's from 8:00 AM to 9:00 AM

The Butterflies Have Landed!

Gaines Charter Township is proud to have, on permanent loan, a wonderful butterfly collection from the family of the late Earl Hoke (1915-1997). Mr. Hoke was a naturalist with a desire to share his knowledge with all around him. His interests and talents were many, but butterflies became his passion. It is an extreme honor for the Township and Mr. Hoke's family to be able to share this collection with the residents of Gaines Charter Township, the place where Earl and his wife, Ethel made their home for over 58 years.

Summer Recreation Program!

Gaines Charter Township is partnering with Byron Township to offer a summer recreation program for children ages 6 years old and older. The children will be able to participate in a variety of activities, special events, and field trips each Friday. There is no cost for residents, except for a minimal cost for the field trips. Pre-registration is not required.

Site Plan Review Committee

The Township's Site Plan Review Committee is scheduled to meet on Thursday, May 21, 2009 at 4 PM in the Township Board room. Please click here for a copy of the agenda. The meeting is open to the public.

The Site Plan Review Committee is comprised of three members of the Planning Commission. The Committee is responsible for granting site plan approval to those construction projects and land uses that are allowed by right in a respective zoning district. When special land use approval is needed, or if a project is a Major Amendment to a Planned Unit Development, the full Planning Commission is then responsible for Site Plan Review.

Avoiding Foreclosure Workshop

You are invited to a free information session about how to avoid foreclosure presented by the Grand Rapids Urban League. The session will provide information about the foreclosure process and timelines along with the various options a homeowner may have to resolve the situation. Concrete information about the steps you can take and how to take them will be provided. In addition, a League Housing Counselor will be available for private discussion after the session. The information session will be held on Tuesday, May 12, 2009, starting at 4:00 p.m. at Gaines Township Offices. Pre-registration is not necessary.

Parks & Recreation - Community Attitude Survey

The Gaines Charter Township Parks & Recreation Committee is currently in the process of preparing a new Parks and Recreation Plan in order to be eligible for certain state grant opportunities. In order to gauge the opinions of residents regarding parks and recreation within the Township, this survey has been created. The survey will be sent out in the May 5, 2009 addition of the Southeast and Southwest Advance Newspapers. The Parks & Recreation Committee is asking that each household within the Township complete and return the survey to one of the locations indicated on the survey. Or you can simply print the survey from the Township website and return it to one of the locations. The Committee is hoping that a large number of surveys are returned, so please take part!! On May 2, 2009 the Gaines Charter Township Parks & Recreation Committee will be holding it's 2nd Annual Prairie Wolf Park Celebration and Garlic Mustard Pull Event. The Parks & Recreation Committee will be dedicating the new overlook addition to the Park. It will be lots of fun for the whole family! Keep watching for more details.

Land Development Ordinance

Last year, the Planning Commission established a "Land Development (LDO) Ordinance Committee", responsible for reviewing and revising the ordinances that regulate the following types of land development:

Land Divisions/Splits
Subdivisions (plats)
Site Condominiums
Private Streets
Commercial & Industrial Access Management

Although work began on this project, it was put on hiatus as the 2008 Master Plan Update took precedence. The Committee is now restarting this project, which is scheduled to be completed sometime in 2010.

The intent is to re-write Chapter 22 of the Code of Ordinances and end up with an ordinance that will be more streamlined and user-friendly, while at the same time contribute to orderly development within the Township.
